CHP’s Minimum Enforcement

On Christmas day, we drove 90 miles to Newman, California and back. We did not see one highway patrol vehicle on the way there or on the way back. The CHP is supposed to be engaged in a "Maximum Enforcement" program until midnight tonight. So how could we drive 180 miles and not see one patrol car that whole time? That's three-plus hours of driving and not one CHP car, at all.
